Metro Workers Denounce Corruption and Abuse Within the STC.,A formal complaint of corruption and abuse was filed on July 15, 2025, by Julio Solís Arias against high-ranking union and administrative members of Mexico City’s Metro system, the Sistema de Transporte Colectivo (STC).

The official document, submitted to the Órgano Interno de Control (OIC), names Joaquín Ibarra Bermejo, secretary of Section V of the national metro workers’ union. Bermejo is accused of illegitimate enrichment and misconduct tied to the Line 1 remodeling project, where he allegedly embezzled funds and withheld wages from workers.

The complaint cites Article 60 of the Ley de Responsabilidades Administrativas de la Ciudad de México, emphasizing unlawful enrichment, concealment of assets, and conflicts of interest.

Additionally, the complaint names other Metro officials, including:

  • Fernando García Ostria – Coordinator of High Tension
  • Clemente García – Sub-head of the Pilotage Department
  • Hugo Rosas – Sub-head of the Telecom Department
  • Octavio Huesca – Head of Tacubaya Automatic Pilot

These individuals are accused of systematic harassment of workers and even theft of critical Metro parts.
